The Human Resources Director provides leadership and oversight of the operational direction for human and financial resources of UCare consistent with all relevant laws and regulations.

POSITION: The Human Resources Director is responsible to provide leadership and strategic and operational direction for Human Resources (HR) by developing, implementing, and maintaining the operational functions of the department. These functions include HR policies and procedures, payroll, recruitment and selection, onboarding of new employees, employee engagement, affirmative action and EEO, compensation, benefits, employee relations, training and development, facilities, and safety to ensure compliance with all relevant laws and regulations. The position reports directly to the Vice President of Organizational Effectiveness and Chief Human Resources Officer.This is an exempt, full-time position. Normal work hours are 8am - 5pm Monday-Friday. Key accountabilities include:
Leadership, Partnering and Vision: Oversee compensation programs; including market reviews and recommendations, enterprise salary budget forecasting, sales commission program, salary increase matrix and new position range placement. Manage position inventory for all employees. Respond to salary and benefits surveys; assist in development of internal surveys.
Budget Responsibility: Oversee employee benefit plans. Including, design, development, implementing, coordinating annual enrollment, coordinate new employee benefit orientation, ensure completion and distribution of plan related documentation, assist with benefit changes and questions, coordinate premium and system changes, monitor enrollment activity, premium billing, 5500’s, summary annual reports, 401k employee notice, and liaison between benefit vendor and employees.
Process Improvement: Oversee the development and implementation of HR policies and procedures. Assist employees / managers with complex HR issues by providing counsel and accurate policy interpretation. Ensure accurate information in Employee Handbook and Supervisor Manual.
Understanding of Human Resources: Consult with leaders on HR issues, especially those that are highly confidential or sensitive. Consult with leaders on organizational design issues. Provide support for organizational changes.
JOB DUTIES AND RESPONSIBILITIES: The Human Resources Director ensures development and implementation of HR policies that are aligned with the goals and strategies of the organization and are consistent with the UCare mission. The Human Resources Director also ensures policies and practices follow state and federal employment laws/regulations and are consistent with appropriate HR practices. Other accountabilities include:
Manage HR staff; including hiring, training, monitoring duties for accuracy, performance reviews and feedback, and provide back-up, if necessary.
Oversee Leaves of Absence and Workers Compensation. Ensure compliance with FMLA and ADA, coordinate STD/LTD payments, coordinate all requests for reasonable accommodations, and provide training to managers.
Ensure all reporting required by state and federal regulators accurately and on time. (EEO, OSHA logs, Affirmative Action).
Oversee management and processing of payroll including assisting with troubleshooting and resolving complex payroll issues and provide training on HR issues related to payroll. Assist accounting with audit requests as needed.
Oversee meeting and event functions for employees, including volunteer opportunities, diversity, and engagement events.
Oversee reward and recognition programs, including CEO Roundtable and Service Excellence.
Oversee employee wellness programs.
Bachelor’s Degree in Business or related field; Master’s Degree preferred. Demonstrated work experience may be considered in lieu of degree.
10 years of human resources experience
5 years’ experience in human resources leadership
Strong working knowledge of human resource office management functions, employee benefits, compensation, payroll, and employment law.
Advanced experience with HRIS database required.
Proficiency with Word processing and spreadsheet software required.
Ability to lead change in a complex environment with accompanying process improvement and project management skill / experience.
